European Club of Experts in Local Self-Government (ECE)

What is ECE? European Club of Eexperts is the public association aiming to develop local self-government and to enhance the  expertise and professionalism of the experts (Item 1.5 of the Statute). Our activity is based on club principles: regular joint meetings, informal communication - both direct and with use of modern communication technologies, exchange of information and materials, joint publications etc.

Why "European"? The use of this word in the title has a very concrete sense: recognition of the main provisions of the European Charter of Local Self-Government and "European way" of local democracy and local self-government development form ideological basis of the association.

What are objectives and tasks of the ECE? The task of the Club is it to serve as communication and cooperation center for all prospective customers in the field of local self-government irrespectively of whether they are Club members or not. Since establishment of the Ñlub 3 expert meetings were held, where actual issues of local self-government were discussed. International Conference "Local Self-Government in in the Russian Federation: Situation, Problems, Perspective" took place in Sofrino of Moscow oblast on the 15-16th of November 2007. More than 100 representatives from 10 European countries participated in the conference. Two collections of Club's experts' materials were published (in September and November 2007). Regular exchange of opinions on actual issues of LSG development is irganised among experts.

Invitation to co-operation. The club is an independent organization, however it is open for co-operation with all possible organizations, structures and persons active in LSG field.

In accordance with the Article 3 of the Statute any person interested in participation and sharing its basic pronciples can become a member of the Club. Nationality, race and party membership shall be of no relevance for membership. Admission to Club membership shall be carried out either by inviting to join the Club or by statement of an individual expressing the wish to become a member of the Club.

The Club has established contacts with the Congress of local and regional authorities of the Council of Europe, the European Network of Training Centres in the field of Public Administration, wide range of foreign and Russian experts. The Club is interested in attracting new experts in the field of local self-governance both in Russia and abroad.

European Club of Experts invites all interested persons for cooperation in a variety of forms.
