Development of democracy and local self-government

OST-EURO has been actively supporting development
of democracy and local self-government in the Russian
Federation.
OST-EURO provides consuting services
to federal and regional bodies, municipalities
and local self-government bodies on all
the aspects of self-government, i.e. legal,
territorial, organisational, economic issues.
Consultance is based on knowledge and experience
of western european and Russian practice
of management.
Since 1992 OST-EURO experts have been working t municipal
level. They consulted about 200 Russian municipalities,
regional governments (Administrations) and federal
institutions (Russian Parliament, various ministries,
consortia etc.) OST-EURO takes a regulat part in Parliament
Hearings, conferences and round tables on local self-government
issues. Our experts submit their findings on draft
bills to legislative bodies. They are members of Expert
Councils, editorial boards and authors of numerous
books, brochures
and articles on the topic. OST-EURO has a wide
network of contacts with public bodies at federal
and regional level, in a large number of municipalities,
relevant associations, research and consulting organisations
in Russia, Germany and some other countries.
OST-EURO provides wide range of services in the field
of local self-government to federal and regional management
bodies and municipalities and to the interested Russian
and foreign companies and institutions:
- high-quality advice and development of legal acts;
- training, retraining and professional development
for LSG specialists;
- expertise of legal drafts, opinion and comments;
- project development, management and maintenance.
Among the most important projects in the field of local
self-government:
- Development
of Local Self-government in Russia (since
October 2003). The project is financed by the German
Government by request of the German Society for
Technical Co-operation (GTZ). The project
provides methodological support of implementation
of the federal Law On General principles of local
self-government in 2 pilot regions of the RF
- PanEuropean Network of CEMAT-
regions. Conference took place in May 2004 in
suburbs of St. Petersburg (Znamenka )
- Reforming and developing
entrpreneurship in water supply and sewage systems
of the pilot Russian cities. The project is
financed by KfW German bank by request of the Federal
Ministry of Economy and Labour. The project started
in July 2003; since 2005 it deals with waste management
as well
- Assistance
in development of the new Russian Law on Local Self-government
(October 2002 - March 2003; TRANSFORM, KfW)
- "Entrepreneurs-friendly Administration".
The project of the German Bank for reconstruction
KfW) in frame of TRANSFORM program, 1998-2002 (consulting
municipalities of Leningrad, Tver and Novgorod regions
on municipal management, strategic development and
SME support)
- "Support of local self-government (Territorial
organisation of public self-government ) ".
GTZ project, TRANSFORM programme, 2002. Russian
partners - State Duma of the RF, as well as Pskov
region and rayon Pechory. In frame of this project
OST-EURO experts took part in development a concept
for a new law "On principles of local self-government
in the RF "
- Municipal management. Project of the European
Union (Tacis Program, 1998-2001). Local partners:
Former Ministry for federation, National and Migration
policy, Administrations of Pskov, Novgorod, Rostov
oblast and the Government of Adyghea republic, as
well as 4 pilot municipalities. OST-EURO consulted
Russian partners on legal and economic issues
- Strategic planning in Leningrad oblast "
Tacis Bistro project, 2001. Organisation of competition
among municipalities for the best strategic development
program
- Democratisation of municipal power". Eurasia
Foundation project (USAID, 2000). Recommendations
opn forming legal and organisational basis of local
self-government by example of the city of Pushkin
(in suburbs of Saint-Petersburg).
OST-EURO is arranging numerous conferences, seminars,
open discussions. It is publishing books, brochures
and articles in central and regional press on the
above-mentioned issues. OST-EURO
