OPEN LETTER
of the members of
the European Club of Experts on Local Self Government

22d September, 2009 – the Commission on Regional Development and the Commission on Local Self Government and Housing Policies of the Public Chamber in association with the European Club of Experts on Local Self Government are holding Expert Hearings on the topic “The current condition and prospects of Local Self Government in the RF as a danger to the State” in the Public Chamber of the RF. The Commissions of the Public Chamber and the Experts, being seriously concerned by the position of authorities in this field, have scheduled this event with the view of professional and socially effective discussion of the most serious institutional problems of local self governance in the modern Russia. One of the tasks of these Hearings is to direct the attention of Russian politicians and officials, responsible for making decisions in the sphere of LSG, as well as all the general public concerned, to the negative tendencies in the sphere of legal regulation and practice of the municipal reform and to prepare recommendations on these aspects to the President of the RF, to the State Duma of the RF and to the Government of the RF.

25-26th September, 2009 – the International Conference “Comparative models of Local Governance: The Future of Local Government Formation” will be held in St. Petersburg under the guidance of the European Club of Experts on LSG. The Conference is also organized by the Foundation of Konrad Adenauer (Germany), the Royal Netherlands Embassy (MATRA program) and the Faculty of Law of the St. Petersburg State University. The well-known Experts in the field of Local Governance from Russia, Germany, the Netherlands, Finland and Italy will take part in the Conference. This Conference will continue a series of annual international conferences, held by the ECE LSG in cooperation with various interested organizations. COMPANY PROFILE

OST-EURO GmbH consulting company was registered in Regensburg (FRG) in October 1995 by four German consultants with a profound experience of work in Russia.

OST-EURO maintains 3 project offices in the Russian Federation - in Moscow, Saint-Petersburg and Pskov. Company interests in some other regions are represented by co-operation offices (Novgorod, Perm`, Novosibirsk).

OST-EURO is specialising in consulting and training in the field of public administration and local self-government, municipal economy, strategic planning and spatial development, international co-operation, SME development and innovation promotion, assistance to German entrepreneurs realizing investment and co-operation projects in Russia, shares management.

OST-EURO combines professional competence and project management experience with necessary knowledge of the country it is working in. The Company is supporting good contacts with many federal ministries and institutions, local self-government bodies, enterprises, training institutions and public organistations in many Russian regions.

OST-EURO is using innovative approaches and attracts other specialised consulting companies. D-r Heiner Berr, Economist, General Manager of OST-EURO, working in Russia since 1992
during 1990-1992 - working for Treuhandanstalt, manager of a number of projects within Transform programme in the field of privatisation, restructuring, economic development, consulting of municipalities, founding joint ventures.

Eugene Heller, Economist, working in Russia since 1993
expert for regional develop management, cooperation and innovation management. Manager of EU projects in the field of innovation management and technology transfer. In 1997 - 1998 deputy project manager of the largest EU technology project in Russia that has been carried out for the Russian Ministry of Science and Technology. Profound knowledge in the establishment of international cooperations, strategic alliances and networks.

Gerhard Jessen, Engineer-economist, working in Russia since 1996
has worked ca. 30 years as manager of machine-building companies, during 1990-1993 Manager of Treuhandanstalt in Gera. Since 1996 working in the RF, participating in the projects on technology development and restructuring of big companies.

D-r Emil Markwart, Lawer, bilingual, working in Russia since 1992
expert on Russian Law, since 1992 consulting governmental bodies and municipalities on legislation and economy issues, foundation and functioning of joint ventures. Manager and expert of numerous, member of various Expert Councils on LSG and and editorial boards of a number of journals, the author of numerous publications.

We also work with a variety of partner and subcontract consultants who can handle specific tasks outside our main areas of expertise (i.e. economists, lawers and engineers).
