22d September, 2009 – the Commission on Regional Development and the Commission on Local Self Government and Housing Policies of the Public Chamber in association with the European Club of Experts on Local Self Government are holding Expert Hearings on the topic “The current condition and prospects of Local Self Government in the RF as a danger to the State” in the Public Chamber of the RF. The Commissions of the Public Chamber and the Experts, being seriously concerned by the position of authorities in this field, have scheduled this event with the view of professional and socially effective discussion of the most serious institutional problems of local self governance in the modern Russia. One of the tasks of these Hearings is to direct the attention of Russian politicians and officials, responsible for making decisions in the sphere of LSG, as well as all the general public concerned, to the negative tendencies in the sphere of legal regulation and practice of the municipal reform and to prepare recommendations on these aspects to the President of the RF, to the State Duma of the RF and to the Government of the RF.

25-26th September, 2009 – the International Conference “Comparative models of Local Governance: The Future of Local Government Formation” will be held in St. Petersburg under the guidance of the European Club of Experts on LSG. The Conference is also organized by the Foundation of Konrad Adenauer (Germany), the Royal Netherlands Embassy (MATRA program) and the Faculty of Law of the St. Petersburg State University. The well-known Experts in the field of Local Governance from Russia, Germany, the Netherlands, Finland and Italy will take part in the Conference. This Conference will continue a series of annual international conferences, held by the ECE LSG in cooperation with various interested organizations. 23-24.03.2009 German experts paid a regular visit to Russia on issues relating to Consumer Crediting
The subject of this visit was a discussion of issues relating to protection of borrower’s rights, mechanisms of consumer crediting in Russia and Germany, as well as new amendments to a draft of the Federal Law “On Consumer Crediting” worked out by the Russian partners of the project.

4-5.12.2008 an International Conference “Regional Development and Local Self Government”, which carried on a series of annual expert conferences on issues of the development of local self government, having made its start by The International Conference in Sofrino, Moscow region – (see details here) in November 2007, took place in the city of Kaluga. A general plenary session as well as a series of round tables, two of which were dedicated to actual problems of reforming and developing of Local Self Government and the third one – to issues of regional development, were held within the frame of the event.

27 10. 2008 a regular Meeting of Experts on issues relating to local self government organized by the European Club of Experts on LSG in co-operation with the Institute of Contemporary Development (INSOR) was held in the conference hall of INSOR. The experts discussed reports of INSOR (political, legal and economical) on the condition, problems and prospects for the development of LSG in Russia as well as the report made by a candidate member of ECE LSG Mr. N. Mironov. The speech was also delivered by E.Markwart (on preparation for an international conference, on acceptance of new members and on the initiative for organization of a round table with the special-purpose committee of the State Duma) and E. 11-12. 09. 2008 a Russian-German conference “Business incubation as a mechanism of developing small enterprises. Establishment and activity of business incubators in the RF” took place in Penza.

14-15.07.08 A training seminar was held in Novorossiysk that focused on tools in support of businesses at local level and relevant problems of municipal property management. 26.06.08. The seminar “Role of Local Authorities in Developing Small and Medium Size Businesses and the System of Inter-action with Subjects of Entrepreneurship”. Relationships governments took place in Yakutsk which was attended by OST-EURO Leading Consultant S/ Isupova. She dealt with the following topics:

19.06.08 OST-EURO chief consultant Emil MARKWART attended an interregional conference on Innovative Models of Public Administration: Future Perspectives. His presentation focused on the current situation of Russia’s municipal reform.
19.06.08. A training seminar was held in Reutov City, Moscow Region that was attended by representatives of small and medium size businesses. The seminar focused on the issues of creative economics. The seminar topic was covered by OST-EURO leading consultant S.Isupova and Deputy Director of the Institute of Education, State University – Higher School of Economics I.Abankina.
9-11.06.08. A training seminar took place in Yakutsk that was organized by OST-EURO in the framework of the programme for trainers and public employees of the Republic of Sakha (Yakutia). Lectures at the seminar were delivered by OST-EURO chief consultant E. Markwart,

New Publication
Some Aspects of Improving Russian Security Legislation and German Experience – that is the title of the book that has just come off the press. It is the fourth in a series of publications issued in the framework of a Russian-German cooperation project aimed to improve Russia’s legislation on credit financing of small and medium-sized enterprises. This latest edition is devoted to security law in the Russian Federation and includes an analytical report prepared in the framework of the project and contributions made by high-profile German experts in security law, e.g. Prof. Hansjorg WEBER and Dr. Jan-Hendrik ROEVER as well as Verband Pfandbriefbanken. Attached are German Security List Law and a number of draft laws on secured transactions in the Russian Federation.
25 April, Cheboksary – The seminar on the nullity of a credit agreement and secured transaction was organized in the framework of the Russian-German project by Ost-Euro consultancy company in cooperation with the National Bank of the Republic of Chuvashia, Central Bank of Russia. It was opened by Anatoly UKHOV, President of the National Bank and introduced by project leader Dr MARKWART.
Professor Hansjorg WEBER, prominent German expert in security law was a key speaker at the seminar.
The seminar was followed by a roundtable devoted to a mortgage lending crisis.
The event was attended by the Deputy Minister of the Economic Development and Trade of Chuvashia, CEOs of the National and regional Banks of the Republic and an array of banking experts.
23 April, Moscow – A roundtable on the improvement of Russia’s security legislation was held at the State Duma. It was concluding event of the fourth stage of the Russian-German Project which included an array of seminars and roundtables on such issues as secured lending and lending rights, consumer credits and creditors’ protection, etc. The project is being financed by the German finance Ministry through the KfW Banking group and run German OST-EURO consultancy society in cooperation with the Duma Committee on Financial Markets in Russia. The final stage of the project was concentrated on the secured lending of movable assets and rights as a means of secured credits. In the framework of the project, a special publication has been prepared which comprises an overview report and some other materials reflecting participants’ efforts to work out and coordinate their vision of the issues addressed in it. The report became the subject of in-depth debate at the roundtable attended by Russian experts from the Russia Banking Association, Bank of Russia, Federal Financial Markets Service, Supreme Arbitration Court and some other interested banks and academics.
Professor Hansjorg WEBER, prominent German expert in security law presented his comments on the overview report. Dr. Jan-Hendrik ROEVER made a presentation on the EBRD model security law and its application in East European countries.

Self-Government in the Russian Federation: Situation,
Problems, Perspectives", Moscow Region, Sofrino

The conference was organized by the Local Government
Committee of the Council of the Federation, the Federal
Assembly of the Russian Federation, in co-operation
with the German OST-EURO Consultancy Company, which
has been working for many years in Russia providing
professional advice to Public Authorities at federal,
regional and municipal level. The conference was co-sponsored
by the German Society for Technical Cooperation (gtz)
and an array of professional associations - expert
and academic institutions involved in local self-government
(Municipal Officers Club, European Club of Experts,
etc.). The conference was targeted at Russian and foreign
local government experts, representatives of Public
Authorities, law-and policy-makers.

Conference on SME crediting was organised in cooperation
with the Ryazan Government. The event was sponsored
by the Federal Ministry of Germany in cooperation

17.10.2007 in the city of Kaluga international
seminar on Efficient Management of Municipal Property
was held.
13-14.09.2007 . in the city of Valday sminars
for heads of Novgorod oblast municipalities were held
in cooperation with BMF/gtz project on Reform of municioal
property, the Council of municipalities of Novgorod
oblats and the DIALOGUE Training Centre.
6-7.09.2007 in the city of Yaroslavl the
Russian-German conference on Development of small
business in the field of local tourism was organised.
On 1.05.2007 OST-EURO launched a new project
in frame of cooperation with the State Duma. The project
aims at improving the Russian legislation in the field
of customers financing and deposit securing. As the
previous project stages this one is financed by the
German Munitry of Finance and by the KfW Banking Group.
Among the Russian partners Association of regional
Banks "Rossia", Association of Russian Banks, The
Ministry of Finance of the RF, The Central Bank of
Russia and some others.
During the period 2.05.-4.05.2007 a group
of German experts participated in the meeting of the
Working Group dedicated to imroving of the Federal
Law draft on consumer crediting, seminar in Cheboksary
and in a number of meetings in Moscow.
On the 4th of May the seminar devoted to education
and consemers crediting issues was organised in the
city of Cheboksary in cooperation with the national
Bank of Chuvashia.
